1. Add all the beef ingredients together, then mix and marinate for 20 minutes.
2. Add all the ingredients for the spicy sauce except for the Chinese black vinegar in a bowl.
3. Mix well, then add in the black vinegar and more soy sauce to taste.
4. Mix and set aside.
5. Swish the beef slices in boiling water for a few seconds.
6. Arrange boiled beef on a plate and spoon spicy sauce over it.
7. Enjoy!
