1. Mix the marinade ingredients with the beef.
2. Massage and rub in marinade.
3. Let beef marinate for at least 3 hours.
4. For the dipping sauce, toast some glutinous rice.
5. Keep stirring to avoid burning until the rice is ready when browned.
6. Grind the toasted rice into powder.
7. Mix the sauce ingredients together apart from the glutinous rice powder, until the cane sugar has dissolved.
8. Add toasted glutinous rice powder, stir it in and set the sauce aside.
9. Grill marinated beef until desired doneness.
10. Rest and slice into strips.
11. Plate with dipping sauce on the side.
!2. Garnish with parsley and more rice powder.
13. Serve and enjoy with steamed rice, or wrap in rice paper rolls!
