1. Sauté onion, garlic and potato cubes in 3 tablespoons of oil until softened.
2. Add beef. Sauté until brown, breaking it up into small pieces.
3. Add all other ingredients except water and coriander. Mix well and season with salt.
4. Add water and let it simmer until water dries out.
5. Turn off the heat and stir in chopped coriander.
6. Set cooked spices beef mixture aside to cool slightly before filling.
7. Deep fry in oil preheated to 190°C until golden brown and serve hot. Alternatively you may freeze them and fry direct from frozen later.
